The Brazilian regulatory agency extended its cooperation with the Digital Commission to work together to combat illegal Internet games

A supplementary agreement between the Ministry of Finance of Brazil and the Secretariat for Postings (SPA-MF) and the Brazilian Digital Council has recently been signed, extending the cooperation agreement between the two parties to combat the proliferation of fixed rates of compensation for illegal violations until 30 June 2026. This cooperation, which was due to expire on 31 December 2025, was renewed with the official publication of the supplementary agreement in the Official Gazette.

According to a press release from the Brazilian Ministry of Finance, this cooperation has facilitated more efficient information-sharing mechanisms between the Secretariat and the Digital Council members, including Google, Meta, Uber, TikTok, Kwai and Hotmart, and has significantly improved the efficiency of the handling of illegal content and advertising. Council data show that, on the basis of notifications issued by the law enforcement authorities of the Secretariat, the digital platform has accumulated over 5,000 violations. Another central objective of the agreement is to strengthen the implementation of the law on the protection of minors in digital spaces and to ensure that persons under 18 years of age are not exposed to gambling-related content. The Ministry of Finance indicated that during the cooperation period, the platforms had made substantial progress in advertising clearance mechanisms, content management policies, age restrictions and the building of a compliance system. Some enterprises have revised documents such as User Clauses and Lottery Policy, which explicitly require advertisers to provide certification of the qualifications of licensed operators issued by the Secretariat.

Regis Dudena, Secretary for Awards and Awards of the Ministry of Finance, stressed that “This agreement has shown remarkable results, and its continuation is essential to protect the rights and interests of the population and to enhance the market security of Brazil’s fixed rate of compensation. The collaboration between the Digital Council and its member enterprises is crucial to the functioning of the secretariat, and this extension marks a continued and deepening of the cooperation between the two parties.” Felipe França, Chief Executive Officer of the Digital Council, stated that the renewal of the agreement confirmed the effectiveness of collaboration in the corporate sector: “We have put in place an efficient dialogue mechanism to strengthen our capacity to review violations and make a breakthrough in the area of harm prevention and protection of vulnerable groups. The experience gained has made the interface between Platform policies and Brazilian legislation more precise and efficient, and the continuation of partnerships is essential to consolidate results and promote this proven model of cooperation.”
